ABM4TWIN (Agent-Based Models for Monetary Policy and Twin Transition) will establish a pan-European policy–academic network to advance the use of ABMs in monetary policy, financial stability and the green and digital twin transition. Although ABMs increasingly capture heterogeneity, non-linear dynamics, networks, adaptation and systemic risk, expertise remains fragmented across institutions and models. Differences in documentation, validation, calibration, reproducibility and model governance limit comparability, learning and policy uptake.
The Action will connect central banks, universities, research institutes and relevant stakeholders to develop a framework for policy-ready ABMs. It will not build a single model or finance new research. Instead, it will coordinate knowledge and nationally funded work through common standards, benchmark scenarios, model-comparison exercises and policy laboratories. Participants will investigate monetary and financial transmission under structural change and assess how monetary, macroprudential, credit, fiscal and industrial policies can be coordinated to support a just and resilient twin transition.
Four interconnected Working Groups will address: standards, validation and reproducibility; monetary and financial transmission; cross-domain policy coordination; and capacity building, policy uptake and network legacy. Activities will include workshops, Training Schools, Short-Term Scientific Missions, virtual mobility, shared protocols, open resources and structured exchanges between model developers and policy institutions.
ABM4TWIN will strengthen interdisciplinary and cross-country collaboration, widen participation across COST countries and career stages, and build modelling capacity in less-connected institutions. Its lasting outputs will include practical methodological guidance, comparable policy experiments, reusable training materials and a durable European community able to translate complex-system insights into transparent, credible and actionable policy analysis.
