Public economics and regulation are the main themes of my academic production from fiscal federalism (with particular reference to the problems of determining the relationship between spending and grants-in-aid in a context of asymmetry of information) to the design of optimal contract for health care (primary care, hospital care, emergency admissions)
More recently, the focus of my research has been on issues related to competition between public and private hospitals, the effects of fiscal federalism in health care, patient mobility at national and European level, soft budget constraint policies. Alongside these more traditional themes, my new area of interest is the study of incentives for innovation in health care, precision medicine, drug price regulation and its effects on innovation. Another important and relevant theme for its policy implications concerns the study of tax evasion, in particular in a dynamic context where the long-term effects of such behaviour may have important consequences on assett allocation and economic growth.
A network of collaborations with economists around the world and colleagues and scholars of other disciplines has made possible these activities
