Accessibility and reuse

The issue of accessibility will be addressed with reference to the most important international documents to demonstrate how access to culture is a personal and collective right of all which cannot be ignored. The principles of Universal Design and the ICF will then be presented as cultural references to complement the goals for sustainable development of the UN 2030 Agenda. Accessibility should not be declined only with respect to the physical possibility of accessing a place, but it is also increasingly becoming a question of accessibility to content (also called cultural permeability). This last meaning is probably the one that will have to be taken into consideration in the reuse project of NATO bases, active during the Cold War.
