Abstract:
Citizenship is in crisis today as societal changes disputes the meanings of its notion. Technology and digitalization may offer useful tools to open up new perspectives. Digital Citizenship, which is endorsed by institutions such as UNESCO and UN, could overcome inequalities and barriers due to social, environmental, or territorial limitations (inhabitants of rural areas, disabled persons, women, children). Education and training could improve digital skills but also support a more responsible approach to this new framework of social and political relations and to advance a broader access to the network and accessibility to sites and platforms, along with a progressive digitization of public administration. The aim is to develop inclusion through education, to encourage participation and to mitigate the risks of an algorithmic control.
